DDA will need 6 months to make Dwarka flats livable


After an extended wait, around 20 allottees recently got possession of their HIG Dwarka flats built under DDA's 2010 housing scheme. However, the`ready-to-move-in' flats — or so the agency claims — are all devoid of basic facilities like water, electricity connections and roads. The complex houses over 930 high-end flats, of which 217 are still under construction. Though DDA officials claim that the rest of the flats are almost ready, the reality is far from different. One has to wade through piles of dirt and muck to reach the building.

What's worse is that there is no approach road in the complex and construction material is dumped all over the place. Heavy rain in the past two weeks has only added to the mess.The 'ready' flats themselves are in dire need of whitewashing and basic repairs like fitting of electric wires. Sources said it could take six months at least for these flats to be in liveable conditions . Pathways are yet to be built within the locality and a lot of work like electrical fittings has to be done," admitted a DDA official.Allottees whose flats are on the eighth and ninth floors say that even elevators are not functional for which DDA officials said lifts would start functioning only when most flats in a block were occupied, and this is likely to take some time. While DDA maintains that power connection to the flats would be in place, reliable sources in the power department said that it would take at least six months to install the electricity connections for the Dwarka flats.

"The land was handed over to power supplier BSES Rajdhani for electrification work only in April, 2012. Till 10 days back, the discom had not received right-of-way permission from DDA to lay ground cables. Even DDA is yet to complete electrical work within houses," said a source. At least 10 sub-stations are required to electrify all 930 flats in the complex, for which has not even started yet.DDA vice-chairman S K Srivastava said the Authority would take corrective measures after examining all the flats."We have noted all our follies and will look into any complaints. A review has been called to look into all the flats. Our endeavour is to give possession of all flats to allotees who are still waiting as soon as possible,'' he said.


According to DDA spokesperson Neemo Dhar, after an allottee is given possession of a flat on paper, it takes about 15-20 days to complete work like fixing taps, window panes and whitewashing. "This is done only when the allottee shows the possession letter at the site," said Dhar.DDA had launched the housing scheme in November 2010 and offered 16,000 flats across Delhi. Work on a large number of these flats in areas such as Vasant Kunj, Dwarka, Rohini, Jasola, Mukherjee Nagar and Kalyan Vihar is still on. The flats were allotted in April, 2011 out of which most are still in construction stage. DDA vice-chairman S K Srivastava said the Authority would take corrective measures after examining all the flats. We have noted all our follies and will look into any complaints.
